Raymond James: Bringing Experience, Economic Opportunity and Accountability to the Legislature

The refinery once supported some of St. Croix’s best-paying jobs and generated $25 million in annual tax revenue. When its gates closed, the consequences were felt across the island—in lost jobs, lost economic activity and lost revenue for roads, schools and essential services.
Now, with Washington focused on expanding American refining capacity, Raymond James believes St. Croix deserves a seat at the table. He supports establishing direct communication with the White House, federal agencies, Port Hamilton and potential investors to determine what it will take to reopen the refinery safely and responsibly.
James is running for Senate in the St. Croix District to provide that voice—and to pursue an opportunity that could bring jobs, revenue and economic activity back to the island.
A lifelong Virgin Islander, small businessman and former Assistant Attorney General, James brings experience in law, public service and business. His background has given him a practical understanding of how government operates and what it takes to strengthen public institutions, protect public resources and create economic opportunity.
That approach is clear in the proposals James has developed for St. Croix and the wider Virgin Islands. His healthcare plan calls for stronger hospitals, investment in healthcare workers, financial accountability and expanded elder care so more residents can receive treatment without leaving their families and communities. His Agricultural Homestead Program would support local farming through designated agricultural lands, education and technical assistance, helping create opportunities for a new generation of farmers.
James also believes St. Croix’s existing assets should play a greater role in its economic future. He supports restoring horse racing through a transparent, competitive process with proper oversight. He also supports airport modernization, including jet bridges for St. Croix from the outset, alongside a careful review of the proposed airport partnership.
That is the kind of practical, accountable approach the Virgin Islands needs more of.
For decades, residents have heard promises about infrastructure, healthcare, economic opportunity and basic government services. But too many of those problems remain unresolved. Families face the burden of traveling off-island for care. Public institutions struggle to retain qualified employees. Major decisions about the island’s future require sustained attention and stronger accountability.
Across the RPVI ticket, the agenda includes safer streets, schools that answer to parents, greater WAPA accountability, and an economy where families and entrepreneurs can afford to stay and succeed.
The Republican Party in the Virgin Islands believes changing those outcomes requires changing the political environment that produced them. When one party dominates government for too long, complacency becomes easier and accountability becomes weaker. Competition means legislators have to defend their votes, question spending and answer when government fails.
James will bring a different voice to the Legislature. His campaign emphasizes public employment based on qualifications and experience, stronger oversight of public finances and a greater voice for St. Croix in decisions affecting its future. His call for municipal government centers on economic self-determination and local accountability while preserving the unity of the Virgin Islands.
This election is not about expecting every Virgin Islander to agree on every issue. It is about making sure there are different voices in the Legislature willing to debate ideas and members willing to challenge business as usual.
Raymond James is running to bring that perspective to the Senate—and to help build a Virgin Islands where government works, opportunity grows and accountability is expected.
